Strategic Environmental Assessment

Following the public consultation that was held on the Solid Waste Management Strategy (First Update) and following the consultation that was held on the Environment Report pertaining to the Solid Waste Management Strategy, the Waste Management Strategy and Environment Report have been revised in the light of the comments received and have been submitted to the Strategic Environmental Assessment Focal Point. The current Waste Management Strategy will be updated in conformity with the revised Waste Framework Directive. An updated Strategic Environmental Assessment will therefore ensue accordingly.

Studies for the Development of a Waste to Energy Facility: 

The Ministry for Sustainable Development, the Environment and Climate Change contracted a study on the suitability of an energy-from-waste facility in the Maltese islands. MSDEC commissioned this study to assess environmentally-friendly options that could minimize the landfilling rates occurring at the Maghtab Environmental Complex and to explore the feasibility of generating ‘renewable’ energy from thermal degradation of waste.
The project involved the collation of waste statistics which were used to generate predictive and reliable models for waste projections in the Maltese islands. Real-time data sampling was carried out to assess the composition of waste arriving at the Sant’Antin Waste Treatment Facility, the chemical composition of the sewage sludge generated at Ta’ Barkat sewage treatment plant and the quality of the landfill leachate produced at the Maghtab Environmental Complex. The collected data was inputted into the aforementioned models to identify which waste streams yield promising results for the proposed project. At this stage, a cost-benefit analysis was also drafted to indicate which thermal-treatment technology options would be best suited for the requirements established by MSDEC.
Once this process was completed, various locations were considered as possible sites for the preferred waste-to-energy facility. Each site was objectively assessed according to a number of criteria that emphasized on: the logistical and technical features of the sites, as well as the projected environmental and social impacts during the construction and operational phases of development. A project description statement was also drafted to enable the environmental regulator with the screening of the proposed planning application in the future.
