Phase 1

Identifying the Issues

During this phase the focus was on identifying issues to be addressed. To this end an issues paper was published in July 2010 and a consultation workshop on this paper was held in September 2010 (see below).


Issues Paper
The objective of the Issues Paper was to put forward ideas to stimulate discussion, and to achieve agreement on the scope and remit of Malta’s first National Environment Policy. Issues listed in the paper emerged from three sources:  The Environment Report 2008; the 2008 MEPA Public Attitude Survey; and, the 2010 Parliamentary Debate on The Environment Report 2008.

To  conclude the first phase of the National Environment Policy (NEP) consultation, the Parliamentary Secretariat for Tourism, the Environment and Culture organised a workshop to discuss the NEP Issues Paper.
